Director Planning and Development is the head of P&D Cell and serves as a key officer of National Defence University. Working directly under the leadership of President and Deputy President NDU, the Director leads the strategic planning and implementation of all development activities. As a permanent university officer, he ensures the timely execution of infrastructure and institutional development initiatives through effective coordination, resource planning, and team leadership. With a forward-looking vision and commitment to excellence, the Director P&D plays a vital role in transforming NDU into a modern, future-ready academic and research institution. His leadership is instrumental in aligning the university’s development roadmap with national objectives and higher education standards.
| Assessing Needs: Evaluating current and future physical, capital, and human resource needs of the university. | |
| Project Documentation: Preparation of PC-I, PC-II, PC-III, PC-IV, and PC-V documents for all development projects. | |
| Land Acquisition: Managing the acquisition of land for present and future university expansion. | |
| Procurement Process: Preparing documents and conducting the hiring process for Consultant & Contractor Firms as per PPRA rules. | |
| Project Execution: Planning, designing, implementing, monitoring, and evaluating development projects. | |
| Project Follow-up: Pursuing approval processes and fund releases from relevant authorities for submitted projects. | |
| Liaison & Coordination: Maintaining active coordination with HEC, MoD, Planning Commission of Pakistan, and other stakeholders for project approvals. | |
| PSDP Inclusion: Advocating for the inclusion of NDU’s development projects in the Public Sector Development Program (PSDP). | |
| Reporting: Preparing and submitting Progress and Implementation Reports to MoD, HEC and other funding agencies. | |
| Additional Duties: Executing any other tasks assigned by the Competent Authorities. |
